The transit peak value curve is an important graph used by operators in designing operational plans for public transit lines. It is necessary to try to estimate the shape and parameters of this curve from observations of the daily usage of public transport. The paper proposes an approach derived from Fisher's clustering method. Experience in Nanjing indicates that this method can contribute more accuracy to the operators in designing operating plans for public transit lines.
