This paper discusses the stochastic user equilibrium assignment problem with elastic demand for traffic networks. It has been proved that this problem can be equivalent to a variational inequality (VI) problem. Specifically, as an example, the stochastic user equilibrium assignment model for the congested public transport network with elastic demand is proposed together with an effective solution algorithm. A numerical example is used to illustrate the application of the proposed model.
