Traffic assignment models are one of the basic tools for the analysis and design of transportation systems. However, existing models have some defects. Considering the characteristics of Chinese urban mixed traffic and the randomness of transport information, the author develops a combinatorial model involving stochastic choices of destination, mode and route. Its uniqueness and equivalence are also proved.
