In this paper, the characteristics of multi-resource constrained multi-project scheduling problem is analyzed. A bilevel decision method is used to construct the mathematical model of this problem. A stochastic global optimization method based on direct search is introduced to solve the global optimal solution of the problem, and the process is also discussed in detail. The results of mathematical examples indicate that the mathematical model and the optimization method proposed in this paper can solve the multi-resource constrained multi-project scheduling problem effectively.
