Decision making is the basic activity in daily life. More and more different decision methods have been developed to treat more and more complex real problems. Still, there exists a variety of decision problem which must be quickly answered with a short period, such as project evaluation, voting, staff hiring, etc. Based on the concept of ‘similarity’, difference and opposite, of the set pair analysis theory, in the paper, the corresponding model and its solution method for a kind of commonly used multi-level group decision problem is offered. Through sensitivity analysis on the relevant parameters, some useful results are inferred which give guidance to real implementation. All conclusions and methods are interpreted together with the inferences and calculations.
