This article demonstrates a method for effective requirements allocation of a system of systems to its component systems, considering cost as the independent variable. Innovative integration of cost and performance models enables simultaneous consideration of key performance parameters across disparate yet linked systems. The article shows a proof of principle demonstration that features a constrained, nonlinear optimization algorithm adapted to both (1) closed-form representation of the objective function and (2) simulation-based objective function. Variants of the process are now being applied to support CAIV analyses for the Navy Theater Wide program, and to focus future science and technology investments for mine countermeasures.
