In 1999, Serb forces were able to hide tanks and artillery from NATO surveillance by using foliage and camouflage, just as they had done in Bosnia five years earlier. To counter these deception techniques, The Defense Advanced Research Projects Agency has begun a program to develop hyperspectral sensor technologies that will have the capability to recognize these targets as distinct from the natural background. In this paper, Paul Castleberg and Bill Dunaway develop an analytical probability model and apply it in a Bosnia case study. The results from this study were used to demonstrate military utility of the new program and set initial requirements on sensor development.
