A new buffer priority scheduling policy PPOD (parallel priority ordering downstream) is developed. This policy is suitable for closed re-entrant lines. It is easy to implement and is not worse than the now available policies in terms of utility of machines. It also has good adaptability. The conclusion is proved by both simulations and LP bounds method.
