Aiming to the characteristic of extensive information in diagnosis or decision-making, the multilevel decision-making structure with a function of information fusion is established. The uncertainty of output can be reduced and the reliability of decision-making can be improved via the information fusion. In order to solve the uncertainty of information, the paper puts forward a decision-making strategy based on likelihood ratio, constructs a two-level decision-making machine and designs local decision-making and synthetical decision-making rules. Finally, the examples testify the feasibility of the method.
