In this paper, considering the conflicts and decision power distribution among decision-makers (DMs), an approach of two-phase compromise on DMs' fuzzy satisfactory function is proposed to solve the multi-person hierarchical resource allocation problem. The compromise among the lower level DMs and between the levels are reached by means of the non-conflict functions constituted by the shadow prices of resources and the decision power distribution, respectively. An example shows the feasibility and effectiveness of the approach.
