The apportionment of representation and the voting power

The problem of apportionment is that of allocating an integer number of seats ‘proportionally’ among a set of states or constituencies as a fracture of their populations. The voting power of an individual is his power to affect the election’s result. This paper introduces an algorithm for the distribution of the House of Representatives seats among the constituencies. Also calculation of voting power of individuals is given and the relation between apportionment of seats and voting power is shown.
