A data envelopment analysis evaluation of the modernization of telecommunication services in OECD countries – the situation of Portugal

DEA (Data Envelopment Analysis) is used as a tool to analyse and evaluate the present degree of modernisation of telecommunication services in OECD countries. The knowledge of the factors which affect the telecommunication services is a key issue to design the future modernisation policies. A study of the particular situation of Portugal has been carried out, in order to determine the corresponding set of reference countries, the factors which most influence the relative inefficiency of Portugal and the percent improvements in the factors which are needed for Portugal operating in an efficient manner. This has been done in the framework of a global study of the 29 OECD countries.
