The selection process of competing applicants for scholarships involves an assessment of a series of qualitative and quantitative attributes. Simple ranking or weighting selection attributes can lead to less than optimal decision making. This paper develops a method using the analytical hierarchy process to aid in the selection decision process. The procedure is explained using the typical situation faced by the Czechoslovak Management Center.
