In this paper a methodology is presented to overcome two problems found in average third world companies when trying to introduce OR as a problem solving tool: (i) the ignorance of managers and (ii) the scarcity of funds. The proposed methodology is based on using simulation modelling as a way of (i) actively involving end users in the modelling activities and (ii) producing PASCAL programs following the three-phase paradigm for handling simulation. This methodology has been developed and proven in half a dozen, non-trivial, real life simulation projects. Tools are now being developed in order to use PCs to assist in the first crucial step of the methodology; namely, elaboration by a group of end users of the model on which simulation will be based.
