After having defined Economics Engineering in all its components the author puts in evidence the necessity of a correct mix between costs, time, and final quality. On the base of this ‘operative space’, as defined by cost/time/uncertainty level, in the building recovery, three fundamental phases are examined, as a part of the proposed model: (1) Preliminary cost evaluation, (2) Risk evaluation in cost evaluation, (3) Risk-costs integration. Conclusion recognizes the Economics Engineering as specifically fit to evaluations in building recovery.
