Abstract:

In their paper (IAOR No. 65386) Zhu and Shen made reference to an earlier paper by Chang and Guh. Here Chang argues that Zhu and Shen had misread that earlier paper, in which the main point was that because the Charnes, Cooper and Rhodes DEA method implicitly assumes constant-returns-to-scale linear production technologies, it is meaningless to talk about determining decision making units' returns to scale by that method.
