The Oregon Motor Vehicles Division operates 61 field offices in Oregon. They continually evaluate ways to improve customer service. A computerized resource-planning system was developed to support their manpower planning and scheduling decisions to improve the quality of service provided to the customers. At the heart of the system is a flexible discrete-event simulation model. A number of supporting programs facilitate data input, file management, and report generation. The system can be used in a what-if mode to evaluate the effects on different planning strategies.
