The author deals with the problem of time-costs interaction in large projects and all its implications and introduces the system of interactions: Planning/Programming-Time/Costs-Estimate/Risk. The problem of management costs of large project is then dealt with through the definition of ‘complexity’ and the relative measurements which can give useful and reliable data for the evaluation of the above-mentioned costs.
