The design of a decision support system for assigning large numbers of personnel to jobs according to multiple criteria is presented. The system comprises the following decision modules: (a) Utility assessment, which determines feasible assignments and then applies rules on personnel data to produce a utility index for each one of those. (b) Ordinary assignment, which produces a default ‘optimal’ assignment when no special conditions or exceptions apply. (c) Special assignment, which handles all exceptional cases and provides means for overriding the ordinary assignment procedure.
