The paper presents a general framework for developing complex systems for tasks like project management, dynamic scheduling and design. The framework is based on the concept of solving meta-constraint satisfaction problems interactively and it uses a number of basic notions from Artificial Intelligence: states, search space, operators that modify the states, revision mechanisms and constraint solving. Within this framework a generic project management support system has been designed and an instantiation of it to a planning and scheduling system for the building industry is presented. A number of modules have been implemented and configured into a highly interactive scheduling system for network planning. The system can be extended by modules supporting such activities of project management as resource management and project monitoring. By adding knowledge bases with knowledge related to hierarchical construction of project networks and libraries of realized projects the usefulness of the system can be increased even further.
