The planning of house building, technical infrastructure and roads is the responsibility of local authorities. The purpose of this paper is to describe a planning model for investments in housing areas, technical infrastructure and a road network for connecting housing areas to work zones. The model is a mixed integer programming model, and the objective is to minimise the investment and operating costs for the housing areas, the technical infrastructure and the roads. The model presented here is based on an existing model which has been used in the planning of several councils and cities in Norway. The paper expands the existing model and focuses on the development of urban roads in a network. The model is solved by means of a standard mathematical programming code. A simplified version of the model is also given and tested together with the original model on a test example. The computational results for this example are given.
