R.E. Fox offered a procedure for the Theory of Constraints calculated. This article demonstrates that this procedure is inefficient when multiple constrained resources exist. The Fox model is based on a point in time evaluation. Linear-integer programming is a much better planning tool and comes closer to achieving the TOC goal of maximizing throughput.
