The regions which border the Mediterranean form a transnational grouping within the European Union. The cities of this region share common links with the sea, the economy of the coast and the hinterland. As such, they have similar needs. Many have suffered social problems following too rapid development. To regain an ideal (in a dynamic multiattribute sense) requires a common planning methodology. One such plan is outlined here.
