Multicriteria analysis of the burden sharing in the European Community

The authors discuss the equity problem of the Member States’ burden sharing in financing the European Community in a multicriteria framework. They use the Prométhée method to calculate a ‘fair’ burden sharing percentage scale, based on a set of representative criteria. Several scenarios are simulated. The authors show how the GAIA graphical instrument, based on the Prométhée method, is a useful negotiation support tool in the equity debate.
