Abstract:

This paper describes a new concept in urban planning. The supply and demand of resources have to be balanced. Where resources are scarce and are slow to regenerate, then limits must be set to their exploitation in the light of what is locally sustainable. The planning concept presented here uses a network structure which is dynamic to allow new developments based on local needs and a local creativeness and initiative. Of paramount importance is the need to exchange information and ideas at different levels of the planning process. Unlike other planning systems, the local structure is stochastic and dynamic so that decision-making power is moved to the most appropriate group.
