The determination of economic benefits and costs of passenger transport terminals and transfer facilities

The article briefly describes the objectives of road passenger transport terminals and transfer facilities. A methodology is proposed whereby the economic benefits and costs of these facilities in terms of both efficiency and equity considerations may be establshed. The article outlines how benefits for travellers (users and non-users of these facilities), the transit operator, the subsidising authority and the opportunity costs of supplying the facilities can be determined. It is explained how the measured benefits can be adapted to accommodate equity considerations.
