This paper addresses the problem of establishing a financial policy for managing computer systems, and proposes a model incorporating the three facets of determining the cost rates of hardware resources, evaluating the impact of pricing policy, and budget planning. This approach is based on statistical analysis of the correlation among the consumption of various hardware resources.
