In a recent paper D’Este has derived a trip assignment model for a circular city with a small number of radial major roads, which is actually a strategic level transport planning model by which the transport planner can see macroscopically the magnitude of influence on traffic pattern by certain transportation planning or policy such as an improvement of existing road, a construction of new road or a decentralization policy. The model, which is based on Wardrop’s first principle, describes the spatial pattern of trip assignment for Central Business District work trips. The Hong Kong Bureau of Public Roads function is used to represent the speed-flow relationship.
