The paper is focused on the formal analysis of convergence of the Bi-Reference Procedure. Due to introduction of the notions of generalized protocols of decision process it appeared possible to formulate and prove sufficient and necessary conditions for convergence of decision process sup-ÖFported by the Bi-Reference Procedure. This result enlightens to some degree preference reversal phenomenon.
